Situation

The Regional Transportation Investment District (RTID) was created by the Washington Legislature and charged with developing a ballot proposal for investing in highways and bridges in Snohomish, King and Pierce Counties. The RTID board hired Cocker Fennessy to provide advice and assistance with public communications as the organization developed a Roads & Transit proposal for fall 2007 in cooperation with Sound Transit.

Cocker Fennessy's Work

• Developing and assisting with implementation of a public outreach plan.
• Coordinating with Sound Transit on activities such as mailings, paid and earned media, and public meetings.
• Providing media relations support including organizing editorial board visits and writing op-eds and press releases.
• Writing speeches, talking points, and presentations.
• Creating and maintaining a web site.
• Development RTID identity and public outreach materials.
  Advising and assisting RTID with public opinion research.

Outcome

RTID involved citizens throughout the three-county region by holding public meetings, giving presentations to dozens of organizations, conducting public opinion surveys and offering a variety of opportunities for people to comment on the draft ballot proposal. RTID activities and issues were extensively covered in the media. The RTID web site offered the public up-to-date information, resources and opportunities to provide input, and received thousands of visits every month.
