King County Ferry District

King County formed a special purpose government to expand transportation options for county residents through passenger ferry services. King County Council members serve as the Ferry District Board of Supervisors.

Cocker Fennessy led communications, research, government relations and outreach for the ferry district. Responsibilities included developing and implementing a research strategy; conducting focus groups with stakeholders; data mining; conducting an in-depth marketing research study; developing a communications plan; and providing strategic advice on policy issues. Cocker Fennessy helped the Ferry District overcome controversy, establish a performance reporting system, and monitor and address customer service issues.
